The Trump administration unveiled a sweeping plan Tuesday to sidestep Congress and outsource giant items of the U.S. Division of Training, telling lawmakers and employees that it could shift work devoted to, amongst different issues, elementary and secondary schooling, postsecondary schooling and Indian schooling to different federal businesses.
